Civilian casualties in Ukraine rose sharply in 2025, making it the deadliest year for civilians since 2022, according to the United Nations Human Rights Monitoring Mission in Ukraine. In a report released on Monday, the UN said at least 2,514 civilians were killed and 12,142 injured last year, representing a 31 percent increase compared with 2024.
The UN said the rise was driven by intensified fighting along the front line and Russia’s expanded use of long-range weapons. Almost two-thirds of the casualties were recorded in front-line areas, with older people particularly affected, while deaths and injuries caused by short-range drones also increased significantly.

Most of the verified casualties occurred in Ukrainian government-controlled territory as a result of attacks by Russian armed forces, the report said. The UN added that the true scale of civilian harm was likely much higher, as many cases could not be verified, especially in areas under Russian occupation.
