The Director of Education at the United Nations Relief and Works Agency for Palestine Refugees in the Near East, UNRWA, Julia Dicum, has sounded the alarm over the looming cessation of the agency’s operations in Gaza and the occupied West Bank, as Israel’s January 28 deadline for the ban draws near.
Addressing reporters at a news conference, Ms. Dicum emphasized that UNRWA remains the sole lifeline for millions of Palestinians, providing essential services such as education and healthcare. She underscored that the only viable alternative to the agency’s work would be a fully functioning Palestinian state capable of meeting the population’s needs independently.

Prior to the escalation of hostilities, which intensified sharply on October 7, 2023, UNRWA had been a cornerstone of education in Gaza, supporting over half of the region’s children in grades one through nine. Ms. Dicum also highlighted the stark challenges of delivering education in conflict zones, where unreliable electricity and limited internet access have made online learning virtually impossible.
