Watchdog Links 65 Deaths to Excessive Force by Kenyan Police

Kenya’s police oversight body has accused security forces of using excessive and unconstitutional force during recent protests that left at least 65 people dead. In a new report, the Independent Policing Oversight Authority, or IPOA, said most of the deaths were caused by police action.

The watchdog documented four protest days over the past six weeks, citing widespread breaches of public safety, professionalism, and policing standards. It reported 342 injuries to civilians and 171 to police officers, as well as looting and vandalism during the demonstrations.

The worst violence occurred on 7 July, when 41 people were killed. The protests were initially sparked by the death of a young teacher in police custody and later fuelled by public anger over police brutality and government policies.

President William Ruto has since ordered officers to shoot protesters in the legs if they attack property—drawing condemnation from rights groups who accuse the government of endorsing deadly force.
