Nigeria Calls for Regional Unity to Tackle Africa’s Energy Dependence

Nigeria has renewed calls for regional integration to curb Africa’s reliance on fuel imports, which cost the continent more than $120bn annually. 

Speaking at the Africa Oil Week 2025 in Accra, Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri, said cooperation, shared infrastructure, and harmonised standards were essential for energy security.

He revealed Nigeria is driving a West African Reference Market to channel its refining capacity into supplying petroleum products across the region. He stressed that Africa’s challenge was not a lack of capital but the absence of clear, predictable rules to attract investors.

Mr. Lokpobiri dismissed suggestions that the Paris Agreement compels Africa to abandon its resources, insisting the continent must responsibly harness oil and gas to fuel growth. He urged leaders to unite behind a common vision to keep value within Africa.
