Nigeria Moves to Pioneer Africa’s First Digital Economy Law

Nigeria is on the verge of introducing Africa’s first comprehensive legal framework for digital economy and e-governance. The National Digital Economy and e-Governance Bill 2025, jointly drafted by the Senate and House Committees on ICT and Cybersecurity, is expected to reach President Bola Tinubu for assent this week.

The bill seeks to streamline digital governance, unify government data systems, and expand access to digital infrastructure. At a public hearing in Abuja, Communications Minister Dr. Bosun Tijani said the legislation aligns with Tinubu’s goal of achieving a $1 trillion economy, with the digital sector contributing 21 percent to GDP by 2027.

Once enacted, the bill will mandate full digitisation of public services, strengthen cybersecurity, attract private investment, and consolidate Nigeria’s leadership in Africa’s technology landscape.
