The Lagos State Government has approached the Supreme Court seeking leave to initiate contempt proceedings against the National Assembly over the proposed Central Gaming Bill. In a motion filed by Bode Olanipekun, SAN, on behalf of the state attorney-general, Lagos requested the court’s permission to serve Form 48—a notice warning of the consequences of disobeying a subsisting judgement.
The dispute centres on the Central Gaming Bill 2025, which seeks to regulate online gaming nationwide. Lagos argues that the legislation defies a November 2024 Supreme Court ruling declaring that gaming and lottery matters fall exclusively under state jurisdiction.

The apex court had earlier ruled that the National Assembly lacks constitutional authority to legislate on gaming, which is not listed under federal trade or commerce powers.
