NNPC to Bring In Private Operators to Lead Major Refinery Overhaul

The Nigerian National Petroleum Company Limited says it will partner with private operators to rebuild and modernise its refineries in Port Harcourt, Warri and Kaduna. 

Group CEO Bashir Bayo Ojulari said the initiative aims to deliver higher-quality fuels and improve efficiency, with private partners leading day-to-day operations under a fully commercial arrangement.

Mr. Ojulari explained that NNPC will work with firms that possess strong technical capacity, noting that Nigeria’s refining expertise has eroded over time. He said the refineries’ current rehabilitation would still fall short of international fuel standards, making redesigns essential for producing commercially competitive, high-grade products.

The new technical partnerships and contracts are expected to be finalised by mid-2026, providing what Ojulari described as a clear roadmap toward completing the long-awaited refinery upgrade programme.
