The Federal Government has barred graduation ceremonies for pupils below Primary Six and Senior Secondary School Three, as part of a new policy to reduce education costs and ease the financial burden on parents. The policy was announced on Friday by the Minister of Education, Maruf Tunji Alausa, alongside the Minister of State for Education, Professor Suiwaba Sai’d.
The ministers said only pupils completing Primary Six, Junior Secondary School Three and Senior Secondary School Three will be allowed to hold graduation ceremonies. They also unveiled a framework promoting the use of standardised, durable textbooks designed to last between four and six years, while banning the compulsory purchase of disposable workbooks.
According to the government, the policy allows textbooks to be reused across academic sessions, shared among siblings, and reduces waste in schools. A uniform academic calendar has also been introduced nationwide to improve consistency in teaching, learning and school planning.

The reforms place the Nigerian Educational Research and Development Council at the centre of textbook quality assurance, limit the number of approved textbooks per subject, and mandate meaningful revision cycles. The government said the measures are aimed at safeguarding education standards, promoting equity, and ensuring better value for money for parents across the country.
