Borno State Governor Babagana Zulum says renewed Boko Haram attacks and daily kidnappings are signs the state is losing ground to insurgents. Speaking at a Special Expanded Security Meeting in Maiduguri, the governor said recent dislodgement of military bases and killings of civilians in parts of Damboa, Gamboru-Ngala, and Gwoza are major setbacks.
Governor Zulum acknowledged previous military gains and support from the Federal Government, but called for increased deployment of technology-driven warfare and more robust military presence, especially in border areas linking Chad, Niger, and Cameroon.

In his remarks, the Shehu of Borno, Alhaji Abubakar Garbai El-Kanemi, warned that Boko Haram remains in full control of several local government areas, including Guzamala, Marte, and Abadam. He urged for restoration of civil authority and the reconstruction of key federal roads linking affected communities.
The meeting brought together top military officials, security agencies, and traditional rulers.
