CSOs Accuse President Tinubu, National Assembly of Fiscal Rascality

A coalition of civil society organisations has criticised President Bola Tinubu and the National Assembly over what it described as constitutional breaches and a lack of transparency in the repeal and re-enactment of Nigeria’s 2024 and 2025 federal budgets. The groups, including the Centre for Social Justice, Civil Society Legislative Advocacy Centre, CISLAC, PLSI, BudgIT and PRIMORG said the process excluded citizens and undermined fiscal accountability.

The organisations were reacting to the president’s request, transmitted on 19 December 2025, for lawmakers to repeal and re-enact the 2024 Appropriation Act, increasing it from ₦35.06 trillion to ₦43.56 trillion, and to revise the 2025 budget from ₦54.99 trillion down to ₦48.32 trillion. They expressed concern that the National Assembly approved the requests within days, without making the budget documents publicly available or allowing public participation.

In a joint statement titled “Stop This Fiscal Rascality in Nigeria,” the groups warned that spending without prior legislative approval violates the Constitution and the Fiscal Responsibility Act. They called on the government to immediately publish all budget documents, commit to transparency, and ensure that no public funds are spent without proper appropriation, warning that continued breaches could weaken accountability and public trust.
