A military court in the Democratic Republic of Congo has issued an international arrest warrant for Corneille Nangaa, the leader of the Congo River Alliance, which includes the M23 rebel group. The warrant, issued on Tuesday, accuses Nangaa of war crimes and treason related to massacres in North and South Kivu regions, violations of both Congolese and international law.
The court has ordered Nangaa’s arrest wherever he may be found, with plans to bring him to Congolese territory for prosecution. The charges stem from violence committed during recent clashes in the eastern DRC, where the M23 fighters launched a significant offensive against government forces in Goma two weeks ago.

The UN Office for the Coordination of Humanitarian Affairs reported on Wednesday that at least 2,800 people have died in Goma due to the ongoing violence. Thousands more have been displaced, with many seeking refuge in neighbouring Rwanda, including staff from international organisations such as the UN and the World Bank.
In a related development, Swiss Church Aid (HEKS/EPER) announced on Thursday that three of its local employees were killed during an attack in Rutshuru Territory, which was recently captured by M23 fighters. The aid group has not identified those responsible for the deaths.
