EU investigates ex-diplomat Mogherini over alleged fraud

The European Union’s former foreign policy chief, Federica Mogherini, is under investigation for alleged fraud linked to an EU-funded training programme. The European Public Prosecutor’s Office says searches were carried out at the College of Europe in Bruges, which Mogherini heads, and at the European External Action Service in Brussels.

A senior staff member of the College and an EU Commission official were also detained. They were informed of allegations including procurement fraud, corruption, conflict of interest and violation of professional secrecy, but released because they were not considered flight risks.

The investigation centres on a 2021–2022 tender awarded to the College of Europe. Prosecutors say there are strong suspicions of favouritism in awarding the contract for a nine-month diplomatic training course.

Officials’ homes were also searched, and several immunities have been lifted as the probe continues.
