House of Representatives Advances Bill to Give States Control Over Natural Resources

A bill seeking to amend Nigeria’s 1999 Constitution to transfer control of natural resources from the federal government to states has passed its second reading in the House of Representatives.  

The proposed legislation aims to overhaul the country’s resource governance structure, granting states greater authority over the exploration, management, and revenue generation of natural assets within their territories.

Under the current framework, resources such as minerals, oil fields, and natural gas are listed under the Exclusive Legislative List, placing them solely under federal jurisdiction. The bill, if passed, would mark a significant shift in Nigeria’s resource control policy.
