The Independent National Electoral Commission, INEC, is seeking key constitutional and legal reforms that would reduce presidential influence over electoral appointments ahead of the 2027 general elections.
Under the proposals, the power to appoint Resident Electoral Commissioners, renamed State Directors of Elections, would shift from the Presidency to the Commission itself. INEC is also advocating for a switch from Permanent Voter Cards to electronically downloadable voter cards.

The Commission has recommended amendments to Section 14(3) Paragraph F of the Third Schedule to the 1999 Constitution and Section 6(3) of the Electoral Act 2022.
If approved, the changes would allow INEC to appoint and discipline Heads of State and FCT Offices independently, a move officials believe would strengthen the body’s operational autonomy and public confidence in electoral processes.
