The Lagos State Government and the organised private sector have agreed on a joint pathway to strengthen electricity supply as Nigeria’s decentralised power market gathers pace under the Electricity Act. Speaking at the Lagos Chamber of Commerce and Industry, LCCI, Power Sector Conference, officials and investors said the reforms present significant opportunities for state-led solutions but also expose deep structural weaknesses across the value chain.
Lagos Commissioner for Energy, Biodun Ogunleye—represented by Chief Technical Officer Ogunade Hamed—said the state is implementing a decentralised model built on the Lagos Electricity Law, LASERC and the Integrated Resource Plan. He noted ongoing efforts, including solar retrofits for 42,000 streetlights and support for embedded industrial generation.

LCCI President Gabriel Idahosa warned that decentralisation must be backed by harmonised regulation and investor confidence if it is to deliver real improvements.
