Lagos State Rolls Out World Bank Backed HOPE Programme for Education, Healthcare and Governance

The Lagos State Government has launched the Human Capital Opportunities for Prosperity and Equity (HOPE) programme, a reform-driven initiative supported by the Federal Government and the World Bank. The programme targets key sectors including education, healthcare and governance. 

Governor Babajide Sanwo-Olu stated that the reform is designed to directly impact residents by improving access to essential services and ensuring better management of public resources. The HOPE framework is structured into three major components: HOPE EDU for basic education, HOPE PHC for primary healthcare, and HOPE GOV for public sector governance.

Governor Sanwo-Olu said the programme ensures that every child has access to the right learning materials and that every mother can receive quality healthcare at primary health institutions without undue financial burden. He added that public resources must be managed in a way that is visible, understandable and trustworthy to all Lagosians.

A representative of the World Bank, Akin Onimole, said the initiative reflects how collaboration between government, technical experts and international partners can drive meaningful reforms. The Lagos State Government reiterated its commitment to ensuring that the benefits of the HOPE Programme extend to communities across the state.
