The Lagos State Government says it can unlock more than N400 billion each year for healthcare financing if at least 20 million residents enrol in the state health insurance scheme. Commissioner for Health, Professor Akin Abayomi, announced the projection at the launch of the Lagos Private Health Partnership (LPHP), a reform aimed at expanding insurance coverage and improving access to quality care. He said the target is based on an average annual premium of N20,000 per enrollee.
Professor Abayomi explained that Lagos continues to face challenges such as limited financing, low insurance uptake, loss of medical personnel, and rising medical tourism despite its large population.
The commissioner said the LPHP will operate through a digital marketplace covering enrolment, provider selection, fund flow, claims management, and monitoring. He added that Lagos will begin full enforcement of its mandatory health insurance policy after a six-month sensitisation period.

The policy, backed by an Executive Order signed by Governor Babajide Sanwo-Olu in 2024, requires all residents and employers to enrol in either the state scheme or an accredited private insurer for access to non-emergency public healthcare.
