National Assembly Approves 14-Year Jail Term for Lecturers Convicted of Sexual Harassment

The National Assembly has approved a maximum 14-year jail term and a minimum of five years without the option of fine for lecturers and others convicted of sexually harassing students. 

This follows the passage of the Sexual Harassment of Students (Prevention and Prohibition) Bill, 2025, which has now cleared both chambers of parliament.

The law criminalises demands for sexual favours, unwanted touching, stalking, or creating a hostile academic environment. It also empowers victims to seek civil redress against offenders. Tertiary institutions are mandated to set up Independent Sexual Harassment Committees to handle complaints.

Under the bill, a student’s consent is not a valid defence unless both parties are married, while intent to harass need not be proven. The legislation now awaits presidential assent.
