The Nigerian Communications Commission has proposed new guidelines to ensure telecom subscribers do not lose unused airtime on inactive lines. The draft regulation, titled ‘Guidance on Unutilised and Unclaimed Recharges’, was unveiled during a virtual stakeholders’ forum on Tuesday.
According to the commission, the move aims to enhance consumer protection in Nigeria’s fast-growing telecom sector. Executive Vice Chairman of the NCC, Aminu Maida, represented by Executive Commissioner Rimini Makama, said the regulation would address the widespread issue of unclaimed prepaid credit.

Presenting the draft, Chizua Whyte, NCC’s Head of Legal and Regulatory Services, said operators would be required to audit all churned numbers and offer unused credit back to subscribers through alternative service options.
The NCC also warned operators against monetising forfeited airtime and emphasised that affected customers must be adequately notified before any reallocation of services.
