Nigeria’s telecom sector is set for a major boost, with operators pledging over $1 billion to expand broadband infrastructure following widespread state-level reforms eliminating Right-of-Way, RoW, fees. The Nigerian Communications Commission, NCC, confirmed the development at a business roundtable in Abuja.
NCC chief Mr Aminu Maida said 11 states, including Adamawa, Enugu, and Plateau, have now abolished RoW charges, while 17 others comply with the ₦145-per-meter cap. The reforms, he noted, are transforming investor confidence and reducing costs for network expansion.

Officials believe the policy shift will accelerate Nigeria’s target of 70 percent broadband penetration by 2025. With internet access currently at 48.8 percent, the sector already serves more than 140 million users and contributes significantly to GDP growth, supporting innovation, job creation, and digital inclusion across the country.
