Only Two States Implement 1992 Planning Law, as Minister Warns of Worsening City Disorder

Nigeria’s Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has urged state governments to adopt and enforce the Urban and Regional Planning Law of 1992, describing its neglect as a key cause of Nigeria’s disorganised urban growth. Speaking at a national colloquium organised by the Nigerian Institute of Town Planners in Abuja, the minister revealed that only two states, including Katsina, have implemented the law in over three decades.

He warned that this failure has led to uncoordinated city expansion, informal settlements, and widening gaps between policy and reality. Dangiwa said the law, which replaced the 1946 Town and Country Planning Act, remains vital to achieving sustainable urban development.

He, however, called for its review to address new challenges such as rapid urbanisation, climate change, and weak institutional capacity.
