Amid growing insecurity across Nigeria, Pastor Tunde Bakare has called for sweeping reforms, including the decentralisation of policing and the creation of zonal security councils.
Delivering a state of the nation address in Lagos on Sunday, the former presidential hopeful and Serving Overseer of the Citadel Global Community Church warned that the surge in killings and abductions, particularly in Plateau and Benue states, demands a structural response beyond federal policing.

He advocated for a return to what he termed “national security federalism,” urging constitutional measures to enable local, state, and zonal policing frameworks.
Bakare proposed the establishment of Zonal Security Councils chaired on a rotating basis by governors within each zone. The councils, he said, should be composed of representatives from sub-national policing bodies and overseen by independent, nonpartisan security experts.
He further recommended that each council’s chair represent the zone at the national level to ensure coordinated oversight.
