President Bola Tinubu has signed the official instrument of clemency and pardon, exercising his constitutional powers to grant mercy to selected individuals previously convicted of various offences. The move follows consultations with the Council of State and public feedback on the original list of beneficiaries.
A statement from his Special Adviser on Information and Strategy, Bayo Onanuga, said the President ordered a review of the earlier list and directed that persons convicted of serious crimes such as kidnapping, drug trafficking, human trafficking, fraud, and illegal arms dealing be removed. Some sentences previously pardoned were also commuted.

The Presidency said the decision was guided by security considerations, the need to uphold justice for victims and society, and to maintain confidence in law enforcement agencies. The reviewed list of approved beneficiaries has been sent to the Nigerian Correctional Service for implementation.
President Tinubu also ordered the relocation of the Presidential Advisory Committee on Prerogative of Mercy from the Ministry of Special Duties to the Ministry of Justice. He further directed the Attorney-General to issue new guidelines ensuring that only eligible persons who meet all legal requirements benefit from future exercises.
