Presidential Council Orders Federal Agencies to Suspend All New Rules

The Presidential Enabling Business Environment Council (PEBEC) has directed all ministries, departments, and agencies to immediately stop the introduction and rollout of any new policies or major regulatory changes. The directive, issued in a statement by the council’s Director General, Princess Zahrah Mustapha Audu, applies to all federal MDAs across Nigeria. 

The order requires full compliance with the Regulatory Impact Analysis Framework, which was formally inaugurated in January 2025. The council stated that no new reform or policy will be permitted to proceed without clear, verifiable evidence.

Princess Zahrah Mustapha Audu explained that the halt is necessary to prevent policy shocks that could harm businesses, investors, and citizens, as well as to eliminate policy inconsistencies and frequent reversals. She noted that the Regulatory Impact Analysis framework has already been circulated to all MDAs by the Office of the Secretary to the Government of the Federation.

The framework is also available on the PEBEC website for reference. All MDAs are now required to ensure that any new policy or amendment introduced after January 2025 is subject to review and approval under this framework.
