Reps to Push New Law Protecting Local Refineries

Nigeria’s House of Representatives is proposing a new law to protect and strengthen operations of local oil refineries while ensuring they receive priority access to crude oil. The planned *Refinery Protection and Promotion Bill* was announced by Ikenga Ugochinyere, Chairman of the House Committee on Petroleum Resources (Downstream), at the 2025 Downstream Week Summit in Abuja.

The bill aims to classify refineries as strategic national assets, streamline regulations, and guarantee steady crude supply to domestic operators. Ugochinyere said the measure would tackle persistent feedstock shortages, stabilise pricing, and sustain investor confidence.

He added that the law aligns with the government’s drive to expand local refining capacity, create jobs, and strengthen the naira by reducing fuel imports. The committee also urged labour unions to maintain dialogue to ensure stability in the downstream sector.
