SERAP Seeks Inquiry into Billions Spent on Security Votes Since 2015

The Socio-Economic Rights and Accountability Project, SERAP, has urged President Bola Tinubu to establish an independent panel of inquiry into how state governors have spent security votes since May 2015. While welcoming the declaration of a national security emergency, SERAP warned that little progress will be made unless governors account for the billions allocated annually for security.

The organisation said most security votes—estimated at more than ₦241 billion yearly—are routinely mismanaged, diverted or used for political activities, citing findings by Transparency International. It argued that the misuse of these funds has contributed to rising insecurity and weakened state-level protection for citizens.

SERAP added that governors, despite enjoying immunity from prosecution, can still be investigated, saying any evidence of diversion could form grounds for impeachment once immunity lapses.
