SERAP sues INEC over alleged missing ₦55.9bn election funds

The Socio-Economic Rights and Accountability Project, SERAP, has filed a lawsuit against the Independent National Electoral Commission, INEC, over allegations of failure to account for ₦55.9 billion allocated for election materials for the 2019 general elections. The group says the funds were meant for items including smart card readers, ballot papers and result sheets.

The suit, marked FHC/ABJ/CS/38/2026, was filed before the Federal High Court in Abuja and is based on findings in the 2025 annual report of the Auditor-General of the Federation. SERAP is seeking an order of mandamus compelling INEC to explain how the money was spent and to disclose the names of contractors paid, as well as details of their directors and shareholders.

According to SERAP, the Auditor-General’s report raised concerns over irregular payments, including more than ₦5.3 billion allegedly paid for smart card readers without approvals from the Bureau of Public Procurement or the Federal Executive Council. The report also cited payments running into billions of naira for ballot papers and result sheets without evidence of supply or proper documentation.

SERAP says unresolved allegations of financial misconduct could undermine public trust and future elections, insisting that those responsible should be investigated, prosecuted where necessary, and any misappropriated funds recovered.
