Tinubu Rejects Two Bills Over Fiscal and Policy Concerns

President Bola Tinubu has declined to sign two bills recently passed by the National Assembly, citing major policy and fiscal inconsistencies. The affected legislations are the Nigeria Institute of Transport Technology (Amendment) Bill and the National Library Trust Fund Establishment Bill, 2025.

In separate letters read by Senate President Godswill Akpabio, the President objected to clauses empowering the transport institute to collect import and export levies and to borrow funds without approval, describing them as inconsistent with the government’s tax policy and fiscal discipline framework.

He also faulted the proposed National Library Trust Fund for conflicting with existing laws on taxation, public service remuneration, and funding structures. Mr Tinubu said such provisions risked setting an unsustainable precedent, while the Senate promised to review and align the bills with national policy objectives.
