The discussions came after M23 representatives pulled out of planned peace talks in Angola, following EU sanctions on some of the group’s leaders and Rwandan military commanders.
The conflict, which intensified earlier this year with the fall of Goma and Bukavu, has displaced over 7 million people, adding to what the UN describes as one of the world’s most severe humanitarian crises.
