The acting chairman of the Peoples Democratic Party (PDP), Umar Damagum, has called on the Independent National Electoral Commission (INEC) to conduct a bye-election to fill “vacant” seats in the Rivers State House of Assembly. Damagum’s demand is based on the defection of some lawmakers, which he described as a “gross violation” of Section 109(1)(g) of the 1999 Constitution.
The request was contained in a letter dated December 12, 2023, and addressed to INEC Chairman Mahmood Yakubu. The electoral commission acknowledged receipt of the letter on November 13, 2024, raising questions about the delay in processing the request.

Mr. Damagum emphasised that the defection of the lawmakers contravenes constitutional provisions and renders their seats vacant, urging INEC to act swiftly to uphold the integrity of the legislative assembly and the constitution.
