The Government of South Africa says findings by the United Nations Human Rights Council’s Independent International Commission of Inquiry confirm that Israel has committed acts of genocide against Palestinians in Gaza. The Commission concluded that Israeli authorities and security forces carried out four genocidal acts, including killings, causing serious harm, and inflicting conditions of life aimed at destroying Palestinians in whole or in part.
South Africa noted that the report aligns with its December 2023 case at the International Court of Justice, where three provisional orders were issued this year calling on Israel to prevent genocide. It expressed disappointment that these binding orders have not been fully implemented.

In its submissions, South Africa presented three dossiers between February and August 2025 detailing evidence of starvation, denial of aid, and statements of genocidal intent. The government stressed that these actions amount to violations of the 1948 Genocide Convention.
While warning that the credibility of international law and the United Nations system is at stake, they urged all States party to the Convention to act immediately by halting transfers of weapons to Israel, ensuring implementation of ICJ measures, and taking steps to prevent and punish genocide.
