NCAA Lists 11 Airlines for No-Pay-No-Service Over Outstanding Debts

NCAA Orders Heightened Surveillance at Airports Over Ebola

The Nigerian Civil Aviation Authority (NCAA) has placed eleven domestic airline operators on a no-pay-no-service sanction list over outstanding financial obligations, following a directive from the agency’s director general. The information is contained in an internal memo dated May 22 and signed by Olufemi Odukoya, the authority’s director of finance and accounts. 

The NCAA instructed all its directorates to withhold services from the affected airlines pending financial clearance, stating in the memo that no directorate should render any service to the stated airlines without financial clearance from the director of finance and accounts. 

The airlines listed are Air Peace Limited, Ibom Air Limited, Arik Air Limited, United Nigeria Airlines, Umza Air, NG Eagle, Max Air Limited, Caverton Helicopters, Overland Airways, Rano Air, and ValueJet.

The development follows earlier warnings from the Aviation Ground Handlers Association of Nigeria, which had issued a final three-day ultimatum to airlines over outstanding debts, warning that services will be withdrawn from May 6 if payments are not made. The no-pay-no-service directive means the affected airlines will be denied regulatory and operational services from the NCAA until they settle their outstanding financial obligations. 

This could include delays in processing permits, flight clearances, and other essential services. The NCAA has not disclosed the total amount owed by the airlines.
