Civil Society Organisation Connected Development Urges Faster Payout of 3% HOSTCOM Fund for Development

A good governance NGO, Connected Development, has urged oil companies to swiftly remit the 3% operating expenditure due to the Host Communities Development Trust Fund under the Petroleum Industry Act.

At a training in Owerri, the group’s Hyeladzira Mshelia said delays in disbursement hinder vital projects in oil-producing areas. She called for a transparent, inclusive process in selecting the Trust’s Board of Trustees, alongside stronger governance, financial planning, and project management skills.

Participants, including civil society groups and community leaders, were trained on project design, implementation, and accountability.

State Support Officer Chimezie Ebosie warned of gaps between the Act’s provisions and actual practice, stressing that prompt payments and open selection processes are essential to delivering benefits to communities hosting oil operations.
