At least four people have been killed in Russian attacks across Ukraine on the eve of the fourth anniversary of the war, Ukrainian officials say. The strikes took place overnight into Monday, 23 February 2026, as European Union foreign ministers met in Brussels to discuss further support for Kyiv and new sanctions on Moscow.
In the southern Odesa region, Governor Oleh Kiper said two people were killed when Russian drones struck industrial, energy and civilian infrastructure. Buildings, including warehouses and administrative premises, were damaged.Â
In the south-eastern Zaporizhzhia region, Governor Ivan Fedorov said more than 750 attacks on 44 settlements killed two people in the city of Zaporizhzhia. A missile also hit Kharkiv’s Kholodnogirsky district, according to the mayor, Ihor Terekhov.
Ukraine’s air force said it shot down 105 Russian drones overnight, while Russia said it intercepted 152 Ukrainian drones.

Meanwhile, in Brussels, EU foreign ministers are considering a 90 billion euro loan for Ukraine, approved in December, and a 20th package of sanctions against Russia, including restrictions on maritime services linked to Russian crude exports. Hungary’s Foreign Minister, Peter Szijjarto, has said Budapest will block the loan unless oil deliveries through the Druzhba pipeline resume. Poland’s Foreign Minister, Radoslaw Sikorski, and Germany’s Foreign Minister, Johann Wadephul, have urged agreement on the measures.
