The Israeli military says an internal inquiry has found “operational misunderstandings” and a breach of protocol led to the deaths of 15 emergency personnel in Gaza on 23 March.
The incident, which involved the shelling of a convoy comprising Red Crescent ambulances, a UN-marked vehicle and a fire truck, has drawn international condemnation. A deputy commander has since been dismissed for submitting an “incomplete and inaccurate” report.

The Israel Defense Forces initially claimed the vehicles moved without coordination and appeared suspicious, lacking lights. But mobile phone footage recovered from a killed medic showed the vehicles clearly marked, with emergency signals flashing.
Despite the IDF later acknowledging its version of events was “mistaken,” it maintained six of the dead were Hamas operatives—though no evidence has been presented. The video shows the convoy stationary before dawn, paramedics in high-visibility gear, and voices of approaching Israeli soldiers as the shooting continues.
