The Petroleum Products Retail Outlets Owners Association of Nigeria, PETROAN, has urged the Nigerian National Petroleum Company Limited, NNPCL, to complete rehabilitation works at the old Port Harcourt Refinery within 30 days.
This follows NNPCL’s announcement of a scheduled maintenance shutdown of the facility from 24 May 2025.
PETROAN President Billy Gillis-Harry warned that delays, often caused by bureaucratic hurdles, could worsen fuel shortages and deepen economic hardship.

The association called on the Minister of Petroleum to establish a stakeholder task force to monitor progress and ensure transparency.
It also stressed the need to finalise repairs on the Premium Motor Spirit blending unit and ensure contractors are paid promptly.
PETROAN warned that failure to meet the deadline may lead to market monopolies and instability, undermining efforts to keep petroleum products accessible to Nigerians.
