The Socio-Economic Rights and Accountability Project (SERAP) has urged the Governor of the Central Bank of Nigeria (CBN), Olayemi Cardoso, to immediately disclose whether the bank has begun direct disbursements of Federation Account allocations to local government councils in Nigeria.
In a Freedom of Information request dated May 10, 2025, SERAP called for transparency regarding the amounts sent to each of the 774 councils, as well as any direct payments made to the councils in Rivers State. The organisation also demanded an explanation for such payments, if any.

This request follows a landmark Supreme Court ruling last July, which held that no governor or agency has the authority to control or disburse allocations meant for local councils, emphasising that these funds must be paid directly to democratically elected councils.
SERAP insists that the CBN, in line with its constitutional duties, must ensure that local councils receive their rightful allocations directly, as stipulated by the court, and protect public funds from being mismanaged.
