US Envoy Announces Phase Two of Plan to End Gaza War

The United States special envoy to the Middle East, Steve Witkoff, says phase two of a US-brokered plan to end the war in Gaza has begun, moving from a ceasefire towards demilitarisation, transitional governance and reconstruction. He made the announcement in a social media post on Wednesday, describing the initiative as part of President Donald Trump’s 20-point Gaza plan.

Mr Witkoff said the new phase would establish a provisional administration to govern Gaza, oversee full demilitarisation and coordinate reconstruction efforts. He added that the United States expects Hamas to meet its obligations under the ceasefire agreement, including the return of the final deceased hostage, warning that failure to comply would have serious consequences. Hamas did not immediately respond to the announcement.

Mediators Qatar, Turkiye and Egypt welcomed the proposed technocratic body, saying it could help advance implementation of the second phase of the ceasefire.
