The U.S. House of Representatives has passed a $47.3 billion national security and State Department funding bill that would withhold 100% of American assistance to Nigeria until the State Department certifies the country is taking effective steps against terrorism and violence.
The provision, sponsored by Rep. Greg Steube (R-FL), raises the existing threshold from 50% to 100% and was adopted by voice vote before the full bill passed 217-209, largely along party lines. Steube cited attacks on Christians and religious minorities, calling continued funding a reward for a “corrupt government” that fails to protect citizens.
The bill, now merged with contentious voter ID legislation, still requires Senate passage and presidential signature before taking effect. It follows Trump’s 2025 designation of Nigeria as a “Country of Particular Concern” and a Christmas Day U.S. airstrike on Nigerian territory.
