The Nigerian Electricity Regulatory Commission has issued the Mini Grid Regulations 2026 to guide the development and operation of mini grid systems across the country. The commission said the new framework is aimed at expanding electricity access in underserved communities while ensuring safety, fair tariffs and investor protection in the sector.
According to the commission, the regulations apply to isolated mini grids operating independently with capacities of up to five megawatts and interconnected systems linked to distribution networks with capacities of up to ten megawatts. It added that operators of mini grids below one hundred kilowatts are required to register, while those above that threshold must obtain permits through an application process within thirty business days.
The commission also directed operators to comply with reporting obligations, including annual reports for systems below one megawatt and quarterly reports for those above one megawatt. In addition, the regulator said the framework strengthens coordination among developers, distribution companies and host communities in line with the Electricity Act 2023.

Meanwhile, the commission has issued a separate directive to improve transparency in the power sector by enhancing reporting of transmission losses. It said the Transmission Company of Nigeria is to submit an action plan to reduce losses, while the Nigerian Independent System Operator is expected to deploy smart meters and provide regular reports as part of efforts to improve grid efficiency nationwide.
