The National Sugar Development Council (NSDC) has signed a Memorandum of Understanding with Chinese conglomerate SINOMACH to launch a large-scale sugarcane cultivation and processing project in Nigeria. The initiative, expected to produce up to one million metric tonnes of sugar annually, marks a major step towards boosting local sugar production.
As part of the agreement, SINOMACH will build a sugar production plant and establish a sugarcane plantation with an initial annual capacity of 100,000 metric tonnes. The NSDC will support the project by securing the necessary approvals and permits. Officials say the project could attract as much as $1 billion in investment, making it one of the most significant industrial developments in the sector.

SINOMACH will finance the project and execute it under an Engineering, Procurement, and Construction arrangement, contributing its technical expertise and global experience. The deal is one of the early outcomes of the Nigeria-China strategic partnership promoted by President Bola Tinubu.
At the signing ceremony in Abuja, NSDC Executive Secretary Kamar Bakrin said 2025 would mark a turning point for Nigeria’s industrial growth. SINOMACH Vice President Li Xiao Yu praised Nigeria’s commitment to implementing the Nigeria Sugar Master Plan and said the host state for the project could become the “Sugar Bowl of West Africa.”
