SERAP Seeks Stay of Execution Over DSS Case

The Socio-Economic Rights and Accountability Project, SERAP, has appealed a Federal Capital Territory High Court judgment awarding 100 million naira in damages to two Department of State Services officials over alleged defamation.

The rights group also filed an application seeking a stay of execution pending the outcome of the appeal. The case followed statements issued by SERAP in September 2024 alleging that DSS operatives unlawfully entered its Abuja office.

On May 5, Justice Yusuf Halilu ordered SERAP to pay damages, issue public apologies, and pay litigation costs after ruling in favour of DSS officials Sarah John and Gabriel Ogundele.

SERAP described the judgment as a miscarriage of justice, arguing that the publications did not personally identify the DSS officials and warning that enforcing the judgment could cripple its human rights and advocacy operations.
