President Bola Tinubu has transmitted a Constitution Alteration Bill to the Senate seeking the establishment of state police as part of efforts to reform Nigeria’s security architecture.
The proposal, contained in a communication dated 15 June 2026, was read during plenary on Tuesday by Senate President Godswill Akpabio. The bill seeks to create a legal framework for a dual policing system that would allow states to establish and operate police services alongside the Nigeria Police Force.
President Tinubu said the amendment would strengthen security by giving states, local governments and communities greater responsibility in policing and intelligence gathering. He described the measure as a key part of ongoing efforts to improve the protection of lives and property across the country.
Following its presentation, the Senate referred the bill to the Committee on Constitutional Review for further consideration and a report. Senate President Akpabio said the proposed state police framework would require constitutional amendments and supporting legislation, while urging lawmakers to attend the next sitting where the proposal will be considered.
