Amnesty International has strongly condemned Israel’s reported plans to annex territory and forcibly displace Palestinians in the Gaza Strip, warning such actions would constitute grave breaches of international law.
The human rights organisation says these measures, if carried out, could amount to war crimes and possibly crimes against humanity, given their scale and intent. Amnesty expressed deep alarm at reports that Israel may seek to confine displaced Palestinians into so-called “closed bubbles” and further militarise the besieged enclave.

Since October 2023, nearly 70% of Gaza has fallen under evacuation orders or been designated no-go zones, amid worsening humanitarian conditions.
Amnesty also criticised Israel’s move to control aid distribution, warning it risks weaponising relief in violation of international law.
While calling on Hamas to release civilian hostages unconditionally, the organisation insists Israel cannot use hostage situations as justification for what it describes as ongoing collective punishment and potential genocide.
