The Department of State Services has asked a federal high court in Abuja to restrain Professor Pat Utomi from making public comments or organising rallies in support of his shadow government. Utomi announced the formation of the Big Tent Coalition Shadow Government last month, describing it as a credible opposition to President Bola Tinubu’s administration.
The DSS, in its application, claimed that intelligence reports indicate Utomi, currently abroad and expected back on June 6, is planning road shows and rallies designed to create public discontent. They argue that these activities would threaten public order, national safety, and unity, citing the potential for riots similar to the 2020 End SARS protests.

The agency also referenced remarks made by Utomi at the University of Lagos on May 26, which it said could undermine the pending suit. The DSS insisted that these rallies could lead to violence and the breakdown of law and order.
Consequently, the DSS is urging the court to grant an order of interlocutory injunction to prevent Utomi, his agents or associates from holding any public events or engaging in media discussions promoting the shadow government until the case is determined.
