The government of the Democratic Republic of the Congo and the M23 rebel group have agreed to protect civilians and facilitate humanitarian aid deliveries. The agreement followed five days of talks in Switzerland involving international mediators.
In a joint statement shared by the United States Department of State, both sides pledged not to obstruct aid or target civilians in areas affected by the conflict. They also agreed to allow medical assistance for the wounded and sick.
The two parties further committed to releasing prisoners within 10 days as part of confidence-building measures. They also signed a memorandum of understanding to establish a ceasefire monitoring mechanism to oversee compliance with a permanent truce.

The conflict in eastern DRC, involving the M23 group, which has seized territory since 2021, has continued despite previous peace agreements, with mediators now seeking to strengthen implementation of ceasefire arrangements.
