Nigeria’s Department of State Services, DSS, has initiated legal action against former presidential candidate, Professor Pat Utomi, accusing him of attempting to establish a shadow government in defiance of the constitution.
Filed at the Federal High Court in Abuja, the suit alleges that Prof. Utomi sought to usurp President Bola Tinubu’s executive authority through the formation of an unrecognised alternative cabinet.

The DSS contends that Utomi’s actions pose a significant threat to national security and constitutional order, asserting that his public declarations and social media activity amounted to an effort to challenge the legitimacy of Nigeria’s elected government.
Describing the proposed structure as illegal and potentially destabilising, the agency warned it could incite political unrest and embolden separatist movements.
Filed by a legal team led by Akinlolu Kehinde, SAN, the matter awaits a hearing date as tensions surrounding the case continue to mount.
